To the point above, ^ other city's with 3-ft passing laws manage to enforce it. But not in Cleveland! The law that requires motorized vehicles to give cyclists a minimum of 3-ft of space when passing went into effect 2 years ago, but no tickets have ever been issued.
We need our Police to get on board to help curb motorists from partaking in dangerous behaviors.
