There is a distinct possibility that either the officer pushed the Free 30 minutes button to see if the meter was working, or someone who parked in a different spot pushed the button, because it is sometimes difficult to tell which meter is for which spot. There is also the possibility that someone walking through the lot thought they were being helpful by pushing the button.
