Certainly it was a stupid thing to say but I really don't think that she knowingly meant it in a disparaging way; I think that she just misspoke.
Context matters, people, and she did not say it in the context of using it as a racist label.
I cannot say what gave rise to her use of the term--and quite frankly, neither can any of you who seem certain that you somehow know anyway. you don't and cannot.
Obviously, someone took her aside and explained to her what she said and she has apologized for it. It should end there.
A lot of politicians have said much more hurtful and disparaging things and have managed to get a pass when they actually meant what they said. I don't think that she meant to be either hurtful or disparaging.

I was amused by Wayne Dawson's reaction. I though that he handled it well.
