Frank Garmback IV, son of officer Frank Garmback (III?) graduated from the Cleveland Police Academy in a ceremony at City Hall Monday afternoon.

Garmback III was driving the police cruiser when his rookie partner Timothy Loehmann shot and killed Tamir Rice in November. Garmback is 46.

Garmback IV was one of 46 graduating cadets Monday.

One cadet, Brandon Smith, was slated to graduate, but was not sworn in after Mayor Jackson learned of a prior use of deadly force incident in East Cleveland. Smith resigned from that city's police force, in lieu of termination, in 2012.

Garmback IV, with his 45 colleagues, four of whom are women and at least 15 of whom are persons of color, will enter a police division under intense scrutiny by the Department of Justice and the American Public.
