Gerald Stebelton, a Lancaster Republican, who heads the House Education Committee.Stebelton said he doubts that Kasich will propose spending much more on school districts and charter schools than the state spends now. He also doubts that districts will take the punch they took in the state budget two years ago with the cutting of a reimbursement to districts that offset the losses from the phase-out of the tangible personal property tax — a tax on business equipment and inventory that many districts depended on.
