What We're Reading This Morning In Cleveland: Jan. 28

- Gov. John Kasich's got a big budget announcement coming up on Feb. 4. This morning, The PD's Patrick O'Donnell highlights the hand-wringing going on across the state at local school boards. Two years ago, local municipalities and school districts were hammered by funding cuts; officials are bracing for more of the same this time around:

"Just knowing this governor, I'd expect to see concepts and ideas that we haven't thought of," said State Rep. Gerald Stebelton, a Lancaster Republican, who heads the House Education Committee.

Stebelton said he doubts that Kasich will propose spending much more on school districts and charter schools than the state spends now. He also doubts that districts will take the punch they took in the state budget two years ago with the cutting of a reimbursement to districts that offset the losses from the phase-out of the tangible personal property tax — a tax on business equipment and inventory that many districts depended on.

- And like the mythical unicorn, witnessed by a lucky few in this world, one local woman was spotted this morning dancing the dance of the triumphant. WEWS Mike Veilhaber managed to capture several seconds of video bliss when he encountered a woman dancing out the sunroof of a car in near-freezing temperatures last night.
