This is one of those situations the city could rehab one of those big houses on cedar and give to the community. Just hire a homeless house attendant and allow homeless people to stay and maintain them. Create a community within the houses. Each person would qualify for all types of assistance. They could have a Food Bank truck deliver nearby in an empty lot so they can be fed. It's not that hard to help people and restore communities. Employers won't hire without a permanent residence and county doesn't offer assistance to get a job. If you have no place to wash up and have fresh clothing you are not employable.
