    Why? Because they collect revenues from the valet companies that they sell the streets to, and taxes from the parking lot companies. At the same time these areas also become "No Stopping" areas, meaning the police can ticket Lyft, Uber, and taxi drivers for pulling over to the curb to pick up a passenger. This has happened to me. The city of Cleveland doesn't care about public safety, they only care about revenues.
