In short, the registry requires all gun owners convicted of a gun-related crime to register with the city's Safety Department. It puts the onus on the offender.
But this is a requirement, per city ordinance. Within five days of a gun-related crime conviction, offending gun owners must register or face a separate charge that carries up to six months in jail or a $1,000 fine.
It's another punitive layer that critics have called out for not really doing much to actually curb gun violence in Cleveland.
"I would have been shocked if they came a-running to sign up," Councilman Jeff Johnson told WEWS. "It's more sizzle than fire."
