Because these parents in Westlake didn't. When a passerby found the tot in the street, he called cops, who then went and found the parents — yes, still at home.

Via and Sun News:

CHILD ENDANGERING, DETROIT ROAD: An 18-month-old Westlake boy was spotted July 26 by a passerby while he was standing in the middle of the road near Settlers Reserve Way. The witness flagged down a patrolman, and the child was brought to Westlake police headquarters while a search for his parents was launched. The parents were located nearly an hour later. The 27-year-old man and 24-year-old woman, both residents of Westlake, were located at their home on Sperry’s Forge Trail. The child was returned to them and the county Department of Children and Family Services was notified. Warrants for child endangering were issued the next day for both parents. The father turned himself in on July 27 and was released on his own recognizance.
