Former Ohio National Guardsman Indicted For Phony Recruitment Scheme

A former Ohio National Guardsman from Trumbull County was indicted yesterday in federal court, charged with theft of government money and aggravated identity theft.

Jack Reppart, who is 46 and now a teacher in Warren, is accused of bilking $14,000 from a Department of Defense recruiting incentive program by reporting he had recruited soldiers who had, in fact, signed up elsewhere.

A United States Army Criminal Investigation Command special agent who began looking into fraud within the Guard Recruiting Assistance Program — where part-time and retired soldiers would get money from the DOD for getting people to join ($1,000 for every potential soldier who enlists and $1,000 more when they are shipped to basic training) — says that Reppart defrauded the program between 2006 and 2011.

Reppart "nominated 67 potential soldiers" through the program, and was "paid $36,000 for 18 potential soldiers that enlisted and shipped to basic training," according to the agent's affidavit. The agent interviewed 17 of them, and found that "seven potential soldiers did not know Reppart and did not authorize him to use their" names and social security numbers to get the money from the program. They all signed up through other recruiters, at public events, or on their own.

According to his Facebook profile, Reppart was a CW4 (chief warrant officer) in the 371st Sustainment Brigade, and served in Kuwait. He is currently a technology teacher at McGuffy k-8 school in Warren, according to news stories unrelated to this indictment.
