In the back, behind the cashier, two hulking, uniformed police officers huddle around a table. They could be any cops in America, except that this coffee shop happens to sit in the center of the Cleveland Clinic, somewhere between the pharmacy and the gynecologist, and the cops are not your average law-enforcement team.
They’re part of a force of roughly 200 police and security guards privately employed by the Clinic. They earn up to $60,000 a year, and their main goal is to help elderly ladies and Arab sheiks feel safe in an East Side neighborhood featuring gas-station bums and abandoned buildings.
It’s a sweet gig. Unlike their colleagues at the neighboring Fifth District Police Station, these cops don’t have to worry about chasing down drug lords or street gangs. Most of their days are spent unlocking doors, breaking up spats between family members, booting out guys who wander into the hospital to try to bum a smoke. Some days, they’re stuck tracking down toilet-paper thieves.
“I would compare them to a suburban police force,” says a Clinic employee, who used to make coffee for the cops working third shift. “They’re more community service.”
But that doesn’t mean they don’t have power. All of the uniformed guards at the hospital carry guns. Those who trained at the police academy are even allowed to carry semiautomatic weapons while driving the streets. Others, known as security guards, just wield revolvers and patrol the hospital corridors.
While Clinic cops may look like city police, ex-employees of the Clinic tell stories that would make a Law & Order fan cringe. One former guard is remembered for leaving his gunbelt at the children’s rehab hospital–overnight. Another was fired after she fell asleep in her patrol car. A third officer somehow neglected to inform his superiors when shots were fired near the Intercontinental Hotel.
“They’re good at finding us trouble; that’s about it,” says one Fifth District cop.
Adds another officer: “They are seriously glorified security guards — at a very good pay rate.”
Recently, a new chief arrived to clean up the ranks. John Kalavsky came to the job with a recommendation from the Ohio Association of Chiefs of Police as well as an inflated sense of mission. In the past year and a half, he fired at least seven people and started lobbying to have the Clinic force accredited by a national law-enforcement group. According to Clinic PR chief Eileen Sheil, he’s “done an outstanding job.”
But others, including some of the officers whom he fired, find his zero-tolerance attitude a bit hypocritical in light of his own less-than-exemplary past.
A decade ago, Kalavsky was forced to resign his post as police chief in Warrensville Heights, after he was caught using a crime-fighting computer system to dig up dirt on city employees and political opponents of Mayor Raymond Grabow. Kalavsky was eventually indicted for theft in office and forgery, but managed to escape the charges by testifying against Grabow. Soon afterward, several former city council candidates sued Kalavsky and the mayor for violating their civil rights. The suit was later dismissed.
Yet Kalavsky hasn’t been so forgiving of his employees’ transgressions, holding them to a high standard.
“Chief Kalavsky wanted the Cleveland Clinic to be one of the top 10 police departments in the state of Ohio,” says one former security guard. “So he was willing to do anything.”
This grand plan was tested last December, when a Clinic cop launched a high-speed chase that ended in a fatal crash.
Around 9:30 p.m. on December 7, a young man jumped into an idling Honda near a deli on Euclid Avenue and raced east down the construction-riddled street.
A Clinic cop spotted the car careening blindly down the street and pursued it for three miles. Speeding past Severance Hall and Case Western Reserve’s campus, the caravan hurtled into East Cleveland.
The chase ended near Eddy Road in an explosion of splintered glass and metal. The Honda smashed into a utility pole, a fire hydrant, and a bus-stop sign, sending the driver’s body flying like a rag doll into the street.
Such fatal crashes usually bring out the glaring TV cameras and solemn PR speeches, but Chief Kalavsky has remained eerily silent. When contacted by Scene, Kalavsky’s secretary referred all questions to Sheil, who refused to grant an interview. In fact, the PR chief never responded to a request for basic information about the police force, including its budget and policies — information that is required by law of municipal police forces such as the Cleveland Police.
It appears that the esteemed hospital would rather pretend it doesn’t have a police department at all. The force is housed in a drab, easy-to-miss building on Euclid; no flashing lights or patriotic color schemes — just a white lightbulb with tiny black letters that spell “police.” To enter, you need to be buzzed in past the locked doors.
But when you press the red button, the disembodied voice offers little help. “We don’t give out police reports,” she says.
And that’s how you know you’ve come to the right place.

I think you failed to mention that the cleveland clinic campus lies in one of the most impoverished, high crime areas in cleveland. Did it ever occur to you that the employees, guests, and the politically incorrect(arabs)you referred to need police to monitor the area becuase if they did not these innocent people would be beaten and robbed the minute they crossed 93rd and Euclid. The Clinic campus is well protected by these officers and is the safest 10 square blocks in Cleveland because the drug dealers and “gang bangers” know that these officers are serious about protecting this area. A few months ago I was visiting the clinic for an appointment. I was in my car at the entrance of the Krilo building when I noticed that I was going to have an uncontrollable discharge. I advised a kind officer. He promptly returned to my car with a fresh bed pan and some newspaper. It is a crying shame that someone has stolen the toilet paper.

An interesting and well written article. This one is simple, a no brainer! What is their pursuit policy? I’m not referring to a recently altered or fabricated policy, but rather the actual policy that was in affect during the pursuit. The policy that was known and understood by all of their 200 officers. Quite surprising that the television media is not all over this one.

Its amazing that a major institution as the Cleveland Clinic would hire and promote someone like Chief Kalavsky to the top rank of police chief. Where are the clinics ethics and standards when they brought this man on board? Kalavsky has no business being a police chief for this department or any other. I’m surprised that the Ohio Chiefs of Police Association would recommend Kalavsky for such an esteemed position. Someone should contact them and tell them how they messed up. To answer Vicki Graham’s question regarding the new chief, it apeares that he was hired by the HC, the Head Clown. The circus had a clearance sale and auctioned off all of their Whore Clowns. I knew there had to be a positive side to this train wreck. Good question Miss Graham.

He was a criminal who stole a 76 year olds car. not because he needed it but because he could. he walked by 2 bus stops to get to the car. he then chose to do 100 mph down euclid. this was his own fault not the officer. now this officer has to live with this for the rest of his choice. and you want to talk bad about the officer for doing a job no one else wants. Not only did the surgeon botch the job which forced us to be confined there for over a month on our first stay and brought us back numerous times for weeks on end for nothing but more botched work, the Clinic Police did nothing but strut around harassing patient family members,kicking them off the streets and pursuing them down decrepit alleyways because the entire campus is nonsmoking. The entire Clinic is a joke. I realize that smoking is dangerous to your health but from what I experienced at this facility, smoking is the least of your health-related problems. At any given time there were three or four “cruiser” cars parked on Euclid doing nothing but harassing would-be smokers while crime was rampant a block or two away. In the months we were held hostage at this horrible place I never once saw a Clinic “police officer” do anything to assist anyone with a problem or even put forth a kind word to so many I saw suffering in the streets. There are no laws which prohibit a person from somking on the street. It is a private policy. When the Vampires in Cleveland show up at the clinic I can assure you that officers (like the Picker) will be directed to pass out strands of garlic in addition to chasing smokers. Your frustrations are clearly understood. However, many clinic officers are pro-active while on duty and they do thier best to provide a safe environment. They do what they are “permitted to do” in the arena of law enforcement.

The chief, and the command staff are a joke. If you ask anyone who was employed by the CCF Police, we would not have anything positive to say. The police department is poorly run. I was not surprised to read that the chief is a criminal, because the clinic has the money to do what ever they want. When you have money, you have power. And the Cleveland Clinic is power.

We should set aside our differences and form a PROCESS ACTION TEAM to resolve the issues. Or, we could do something more effective by standing up for ourselves, and form a Union like millions of other Americans. Ask the employees who are seeing expensive equipment stolen from their departments and nobody seems to care, is this good policing? I am quite impressed with this article. I can’t believe the cleveland clinic with the outstanding reputation they have would hire someone to lead a department with the kind of background the chief had prior to being chief at cleveland clinic. I must admit I am very dissapointed. As for seeing the police force at the clinic I had heard they were real police protecting the property of the cleveland clinic. When my wife was sick and at the hospital the last month I was there many hours a day and even though they were “real” police they hardly acted like it. I seen many of the officers during the day always parked talking to eachother or inside a building talking to eachother. I didnt feel safe because they were there, it seemed like none of the hospital staff or the other visitors respected them being officers at all! Also there was one officer there, who I seen on many occasions picking his pimples on his face and then eating them, for all to see. VERY DISGUSTING. I think before the hospital staff, visitors and other police take these cops seriously they first need to take their job seriously, starting from the top of the ranks down.
As Vicki Graham’s sister I can attest that CCF treated her like crap, as it does most of it’s employees who are not doctors. It’s a dangerous job that requires a high level of professionalism. Too bad they no longer have someone of her caliber on their force.

Its always funny to me that the public complains when the police fail to enforce the law to the publics standards but then complain when the police try to enforce the law more proactively. There is no way to please some people whose ignorance goes beyond anything rational. How is it a police officers fault when he goes to do his job, which is to enforce the laws and protect citizens, and somebody who chose to break the law dies as a result. Why is it the cops fault that the individual he was chasing, wrecked his car and died. That individual could, at any time, to change the end result. He could have decided not to steal the car in the first place, he could have decided that, since the police caught him and were trying to stop him, maybe he should pull over and take his punishment from the court system. All the officer did was see a felony happening in front of him and attempt to do the right thing, which was to stop the car thief and get the vehicle back to its rightful owner. The officer cant be blamed for going to work and doing the job that he is sworn to do anymore then a bridge builder can be blamed for people who decide to jump off of it. And everybody knows that if the clinic officer decided to let the car get away, people whould have blamed him for not attempting to intevene, say he derelicted his duty as a peace officer. I would love for any of these people commenting here to have to be a cop for even one week, then they would understand that it is 100 percent impossible to please people. As cops, we all walk a fine line, Trying to perform the duties that we are sworn to, protecting society from the bad people, while the law abiding people are criticizing our every move. It amazes me that people will sit here and throw stones at these officers when these people would never have the guts to put a badge on and put their safety on the line, in the interest of protecting a society who they dont even know, while at the same time, these people they are trying to protect are blaming them for things that they do or dont do, or shouldve done, or didnt do enough of. It doesnt matter whether your protecting a city, village, township, hospital, transit, county, amusement park, school, or anything else, its all the same game. And contrary to popular belief, it is the same job. As police, our job is all the same, with the same interest, keep the honest law abiding citizens safe and take the criminals off the streets. Any real police officer, deputy, or trooper, will agree with what I have written in this comment.

As a police officer you have to think for the offender when they can not think for themselves. The stupidity and recklessness of a suspect will create a substantial risk for you, the public and other officers.

Well, in reality, the suspect didnt do any of the right things did he? Since the suspect couldnt make the correct decisions, who do you think has to make these decisions?
The officer that chased the car which resulted in the death of the suspect was in violation of a policy written by the Cleveland Clinic Police Department. The officer was not reprimanded, disciplined or sent to vehicle pursuit training. In fact, the Cleveland Clinic Police Department doesnt provide any formal training, field training, or instruction for vehicle pursuits. The circumstances surrounding the auto theft, the conditions for the pursuit, the absolute absence of instruction from police supervision during the pursuit, and the vehicle pursuit policy speak for themselves. If an innocent motorist or pedestrian would have been injured or killed during the pursuit, the pursuing officer knows damn well that the disposition would not have been in his favor.

If you work for the Clinic Police, and it certainly sounds like you do, youre a Security Guard. If the clinic administration wanted the heroin and crack dealers off of the surrounding streets, traffic enforcement, a S.W.A.T. Team, or simple shit like issuing a summons instead of a custodial arrest for petty misdemeanor violations, you can bet your ass that it would have been accomplished a long time ago.
So the next time, probably tomorrow, when youre assigned to parking lot for 8 hours to play with your Johnson, or youre dreaming of assault rifles and traffic stops, or unlocking a door like a dumb fuck, maybe it will occur to you that youre a fucking security guard without the responsibility, benefits and privileges of a law enforcement officer.
