Plymouth Park Tax Services proudly proclaims that it has “provided over $4 billion to governments through the purchase of real estate tax liens.”

About $33 million of that went to Cuyahoga County, where outgoing Treasurer Jim Rokakis has worked with the New Jersey company since 1999. The idea is that it’s preferable to get something rather than nothing out of people who don’t pay their property taxes. For the county, it’s essentially selling the debt to a collection agency.

And Plymouth Park knows how to play tough: One year after it buys a tax lien from the county, it can take the house by foreclosure if the owner still hasn’t paid up.

    So I will take care of business myself.

    First of all, Jim Rokakis is full of shit.

    Property tax collection is his business and collection should be enforced equally. No way in hell should a company that is in the business of foreclosing on property for delinquent taxes be delinquent on any of their properties that they stole from people for not paying taxes. Rokakis was well aware of the fact that this crooked company did not pay their own property taxes- FOR YEARS- and if Rokakis was not aware for some absurd reason… HE SHOULD OF BEEN AWARE. It is Rokakis’ job to collect delinquent taxes and not look the other way for certain folks.

    Plymouth Park stole Freddie Doe’s property and transferred the deed on November 17, 2009.

    Plymouth Park did NOT pay one cent in taxes for over one year on this property that they foreclosed on for delinquent property taxes.

    It was not until a few weeks prior to actually evicting Freddie Doe that they decided to pay their own taxes. Plymouth Park Tax Services stole Freddie’s house over deliquent property taxes and did not pay their own taxes for nearly one year. Plymouth Park owed more money in deliquent property taxes than the actual victim owed prior to having his home stolen.

    AND PLYMOUTH PARK TAX SERVICES WAS BEHIND ON ALMOST ALL OF THEIR PROPERTIES THAT THEY OBTAINED VIA delinquent tax foreclosures until I started spreading the word on a National level. They only paid after I busted them for not paying their own taxes.

  2. Rokakis is slime. Families continue to be made homeless by Plymouth Park. Families with little kids. Meanwhile, Rokakis’ friends get off with some wite out.

  3. Land Bank is money laundering for the mess left by Plymouth Park and tax liens sales authorized by County Treasurer which stopped in 2008, because Plymouth Park was not paying their taxes. Rokakis regrouped his scheme and used the “land bank” to pick up these delinquent liens, where the liens and title to these properties can be sanitized with some wite out. Frangos who leads up “Land Bank” was at Boards of Revision before the promotion…here’s a description of how land bank lots work for developers.

    Kickbacks are all legalized with the right connections:

    1) Remember, even though they bought them for $1.00…they were able to give an EQUITABLE VALUE to these properties that empowered them to use them as a leverage in the big scheme of capital investments towards leveraging dollar for dollar grants…Thus if they said the property was valued at $50,000 as a buildable vacant lot…then they got credit for that value and that much in funding towards their building project along with HOPE grant subsidies…it’s an extraordinary web of money laundering for high end development! Below is a 1996 HUD outline of some of the original funding outlines!

    a) Brownfield Development Funding (See the properties of Battery Park as an example).

    b) 15 year tax abatements

    c) Tax Credits for new development that is supposed to be low-moderate income housing…

    d) HUD Funding for administration costs:

    1) Empowerment Zone funds (East side of Cleveland)

    2) Enterprise Zone Funds

    3) Supplemental Empowerment Zone Funds

    4) Home Ownership Zone funding collaboratives
