Local outlets have reported that Cosgrove was arrested Monday afternoon in Parma Heights in a sting operation. Cosgrove had been communicating with an undercover agent whom he believed was a 15-year-old girl. Monday, he drove to an agreed-upon location for sex and was arrested there.
The 43-year-old Cosgrove is now the head of Neighborhood Housing Services of Greater Cleveland. He served as Cleveland's community development director from February to December, 2017. He had worked for the city since 2002, first in the law office, then as the Administrative Manager of the Neighborhood Stabilization Program (2010), and then as Assistant Director of Community Development (2015).
Cleveland.com reports that Cosgrove was taken to Cuyahoga County Jail and held on a $10,000 bond. He'll make his first court appearance Wednesday.
