ODOT is predicting brazenly that the exit ramp to West 25th Street will "reopen prior to the July 4th holiday." From what we can gather, crews are laying down asphalt this very moment.

May 28 update
The exit ramp to West 25th Street off I-90 eastbound is still closed, despite ODOT initially slating a mid-May reopening timeframe (see below).
Currently, ODOT lists an "early June" reopening date, which means colloquially "sometime after early June."

Beginning on Sunday evening and effective through mid-May, the exit ramp to West 25th Street off I-90 East will be closed.
The project is in line with ODOT's safety improvement goals as the agency completes the new George Voinovich Bridge (the Innerbelt).
The I-90 east approach to downtown "will be reconfigured to provide two lanes to I-490 east, two lanes to continue on I-90 east and one lane to I-71/SR 176 south," according to ODOT. "The new configuration will also create a new exit lane for those exiting onto West 25th Street and allow traffic entering I-90 from West 41st more time to merge onto I-90 east. Traffic entering I-90 from West 41st will also be able to continue to I-71/SR 176 without making a lane change."
Suggest detours from ODOT:
During the West 25th Street ramp closure, motorists who wish to access locations along West 25th Street north of I-90 – including the West Side Market and other Ohio City destinations – should use West 41st Street to Lorain Avenue.
Motorists who wish to access locations along West 25th Street south of I-90 – including MetroHealth Medical Center and the Clark-Fulton & Brooklyn Centre Neighborhoods – should use West 44th Street to Clark Avenue. Motorists bound for Scranton Avenue should use the same detour.
Also note that overnight tonight, the left lane of I-90 will be closed at West 25th. From 1 p.m. Sunday to 6 a.m. Monday, "multiple lanes along I-90 east at West 25th Street" will be closed.
