Jay Westbrook, councilman for Cleveland’s Ward 16, will officially announce his plans to retire at the end of 2013 today.

Westbrook has served on city council since 1980 and served as president from 1990-99, when a coup ousted Westbrook and instated Mike Polensek.

Ward 16 is really bizarrely shaped: It’s the anorexic Africa of Cleveland’s “Mid-west Side.” It includes the Edgewater, Cudell, and West Boulevard neighborhoods. Westbrook’s term ends on Dec. 31, 2013 and he says he has no intention of running for re-election.

  2. Westbrook is a piece of crap that should have been ousted years ago.
    He had after hours sex and booze parties at his Community Meetings located at the old West Side Institute of Technology.
    He instituted a pseudo Nazi Volunteer Task Force that would trespass on Private Property and call the Police to have you arrested as they proclaimed to be City Workers if you didn’t pay them off and kiss their ass if they deemed your property “unacceptable” to them.
    He has closed off City owned Streets for people on his buddy list for their personal use in perpetuum.
