  1. The problem with taking the $176 mil is the costs to the state at a later time will most likely exceed the $176 mil. There are never freebies when it comes to taking federal funds. The people in D.C. are experts at suckering in states. You think the federallies are doing this out of the kindness of their hearts and expecting nothing back? Strings are always attached. And we all know “the devil” is in the details. So produce the full long term federal requirements in taking the $176 mil now.
