Cleveland city council voted in June 2016 for a moratorium on low-level citations for trash collection and recycling enforcement. That decision followed vociferous complaints from residents who said the ordinance was confusing and that they received $100 citations for regular waste disposal.
“The tickets came fast and furious, and the complaints came fast and furious,” council president Kevin Kelley told Cleveland.com at the time. “We had to get our arms around this and decide what we want out of the rules about trash collection and how we want people to be treated.”
That moratorium will end this summer as the city announced today it would again begin issuing citations starting August 1, 2018. The city will issue courtesy citations from now until then.
Violations include:
– Trash mixed with recycling, which results in contaminated recycling
– Excess waste outside of the City issued roll cart. Only items in the roll cart can be picked up by the automated trucks.
– Carts set out too early. Carts should not be placed out earlier than 12 p.m. the day before the scheduled collection day.
– Cart violation – residents are required to remove roll carts from tree lawn and store by 12 p.m. the day after scheduled collection day.
Bulk waste violations and details:
– Bulk residential pick up takes place the first full week of every month
– There is a limit of three large items permitted for bulk pick up plus up to four tires
– All mattresses/box springs and cloth furniture must be wrapped for the safety of handlers.
– Although the courtesy warning period runs now through August 1, the City will continue its $350 citations for non-compliant large set-out violations. The setting out of construction materials, five or more tires, large quantities of bags or boxes and hazardous waste materials is considered a major infraction. These violators will receive a $350 fine.

“With the successful roll out of the curbside waste and recycling program, we are moving on to the next phase of ensuring this program’s success – compliance,” Public Works Director Michael Cox said in a release. “Compliance is essential to our efforts to become a greener and cleaner Cleveland. Our goal is to educate residents early so everyone is in compliance by August 1st.”

There are some issues that the so called legislative body failed to address. Often our trash pick up occurs well after 7pm. Based upon how unsafe it is in this city, several senior citizens will not go outside to move a trash can at 730-800pm of later. Did these low level thinking clowns ever consider that people place trash out for seniors or again, since its not safe to be out at dusk or dark, trash is often placed out early. Was there any consideration taken for flooded basements or sewer backups (thanks to the city for not cleaning the sewers or prompt leaf pickup or street cleaning). I doubt it.
I will grant you that there are rule breakers. In the short term, the city should take each case on an individual basis. Then again, that takes way to much common sense from a collection of non-thinking fools.
Will we get $100 when the lazy fucks won’t get out the truck because a car parked in front of the house blocking the roll carts?
Cleveland needs a new revenue stream now that those stinking red-light cameras are gone.
Let the money grab begin. Summer will just be a dress rehearsal for leaf season in the fall.
They’ll actually have to stay awake during their shift…long enough to write all those tickets.
And in the summer and fall, they’ll still be picking up at sundown…and even after.

I was told by a waste collector that picking up trash no matter the amount was their job and he said ” it’s job security ” so put what you have to out and we’ll take it .

If I do what he said the city wants to enforce a citation just because it makes their collectors have to earn their money ….I mean C’mon if I had to help lift my own garbage into their trucks than maybe I should be getting a paycheck from the city too .
I can’t begin to count how many times I have had to SWEEP THE STREET to get rid of the broken glass and trash the trucks scatter all over the pavement. I have also called the city a number of times and the supervisors in the white pickups do it instead. I am pretty sure one of them also stole a brand-new garbage can (with wheels) that was used for yard waste.
And I have even had to HOSE DOWN THE STREET to wash away the grease and food drippings that leak from the older trucks with the rusted-out undersides. Two trucks will often stop outside my house and have a long rap session while the drivers take their smoke breaks. So that leaves even more greasy crap all over the street.
None of this is a new story, either. This has been happening for the last 25 years. And now they want to fine folks like me, who care about their property, for breaking some bullshit rules they’ve invented to make even more moolah for the cash-strapped city? Yeah, right.
Thanks, folks, for at least for more years of Da Mare and his greedy cronies, especially in the messed-up waste collection department and the corrupt water department. You voted them back in, so it is what it is.
