Cleveland police are seeking tips and information on the identity of a man who has been captured on video exposing himself and masturbating outside of homes on the near west side, all while apparently wearing the same, distinctive jacket.

The incidents, which so far have occurred on Columbus Ave., on West 58th, and on Father Caruso Dr., are likely not the only instances, but the only ones so far confirmed by photos and video.

Anyone with information should contact Detective Murphy at 216-623-5217.

    1. Hes masturbating in public. Exposing himself in front of others. Think. About. That.
    2. Hes also peeking into windows.
    3. Behavior like this always escalates. He’ll become a serial rapist or murderer at some point.

    If you think his behavior us funny, not worth investigating, maybe he should be doing this in front of your house.

    ……BUT if you’re the same people stating that police shouldn’t care/ chase down suspects of motor vehicle theft…..you’re talking out of both sides of your mouth because you somehow think this crime is worse or closer to you.

  14. I’m an Ivy League-Educated dual Ph.D. behavioralist. It’s amazing how many people have no idea what they’re talking about regarding his man’s behavior. One person mentioned this links to pedophilia, there is absolutely no research data to support that summation. That comment reminds me of the ignorant belief that homosexuals are child molesters. The one thing that exhibitionists thrive on is attention and the ‘shock’ of the action. Low and behold, what do we have here? The guys probably at home enjoying every minute of this. I am not advocating his behavior should be dismissed by any means, but when you have no easy access to mental health care this is what you get. This is such a minor crime if (and when) he’s caught the sentence will be minimal especially if it is linked to alcohol or drug abuse. Which probably play into this by statistical odds and the rules of acceptable risk. Hopefully, if that happens he will be court-mandated to talk therapy and an ankle bracelet. ‘Lock em’ up and throw away the key’ does not work in this situation. I would like to see this much time aimed at pedophile priests and the Roman Catholic Church’s denial, now that’s a problem we should all be concerned about. OH by the way, speaking of concern and uproar I forgot to mention the drug dealers that are probably as close to your house as he is…

I would rather have this guy in my driveway than the three (race omitted) armed thugs who broke into our home and not only stole some items but left with two of our luxury cars that the combined value was over $100,000 plus dollars. The cars were totaled and found in East Cleveland filled with crack pipes, bottles of liquor, and semen on the seats. Before someone jumps on me re: ‘race omitted’ the ethnicity of the perps was confirmed by the CPD through DNA testing. Despite popular belief, the Cleveland Police were really wonderful and helpful. My praise to them all.

  16. This is what you are wasting your time on. This is an explanation of public indecency laws in the State of Ohio:

    Public indecency is the act of exposing your private parts in public, masturbating, engaging in sexual conduct in public, or engaging in conduct that appears to be sexual conduct or masturbation in public. It is graded based on a series of factors and may be charged as anything from a fourth degree misdemeanor to a fifth degree felony. Intent matters in these cases, as does the type of person likely to view the acts on display.

    For instance, a person who “recklessly” engages in conduct that violates the statute won’t face the same penalties for public indecency charges that a person who “knowingly” engages in apparently sexual conduct in view of a schoolyard during recess would face. There are other complications, as well, such as a tendency on the part of law enforcement to treat certain minor offenses, like public urination, as acts of public indecency.

    Penalties for Public Indecency (O.R.C. 2907.09) in Cleveland
    Public indecency is graded based on specific facts.
    For example, reckless public exposure of private parts is a fourth degree misdemeanor (30 day maximum sentence) except when the defendant has a previous public indecency conviction. In that case, it is a misdemeanor of the third degree (60 day maximum). When the exposure was likely to viewed by a minor, it is a misdemeanor of the second degree (90 day maximum). The more previous convictions that you have, the higher your charge will be graded. For instance, person who has three past convictions will be charged with a first degree misdemeanor (180 day maximum sentence)-and, if the exposure was viewable to minors, it is a fifth degree felony charge (6-12 month sentence).
    Recklessly engaging in public sexual conduct, masturbation, or conduct appearing to be sexual conduct or masturbation is a third degree misdemeanor (60 day maximum sentence). A previous conviction for public indecency under this section means you’ll be charged with a second degree misdemeanor (90 day maximum); if a minor was likely to view the conduct, you’ll be charged with a first degree misdemeanor (180 day maximum). At the highest level, it can be a fifth degree felony, with a 6-12 month sentence possible. It is a second degree misdemeanor (90 day maximum sentence), with penalties increasing as high as a fifth degree felony (6-12 months) if you’ve been convicted in the past.
    Knowingly exposing yourself in public for purposes of sexual gratification or to lure a minor into sexual activity is charged as a first degree misdemeanor (180 day maximum sentence). However, if there are past convictions or guilty pleas on your record, it can be charged as a fifth degree felony (6-12 months).

    Get a life gang. You really want to waste our money on this very, very low grade offense? Maybe we should be more concerned about guns, thefts and drugs, rather than wasting our very limited resources on something this ridiculous.

    SCENE editorial people seem to like this sort of thing a whole lot. Especially in the wintertime when there are fewer events to cover during a typical lousy Cleveland winter. Snow penises, masters of bait and switch, naked bike rides…anything with a whiff of sex or bodily functions and you’re guaranteed to see a story about it on this site.

    Cleveland is by far the most dangerous city in Ohio. There were a total of 5,999 violent crimes reported in the city in 2017. Meanwhile, in Columbus, a city with a population more than double that of Cleveland, there were 4,478 crimes reported the same year. Cleveland’s violent crime rate of 1,557 incidents per 100,000 people is more than five times the violent crime rate of 297 per 100,000 statewide.
    In 2017, the FBI estimated there were more than 1.2 million violent crimes nationwide and an estimated 382.9 violent crimes per 100,000 inhabitants. The overall number of violent crimes was down 0.2 percent from 2016, while the overall rate fell 0.9 percent.

    To those of you who seem to think the CPD needs to ‘be on this’ 24/7:
    When you need a policeman at your door and by odds, you will and it takes them ‘awhile’ to get there. I hope you reflect back this ‘very, very serious crime’ and the police time it’s consumed.

    It would be really refreshing if people took this much concern over gun violence, murder, theft, etc than what very much borders on a fraternity prank or a drunken moment. The only people who seem to care about Cleveland are people from somewhere else and see the potential here, which unfortunately is circling the bowl due to complacency and ignorance of the long term ‘locals’.
