After a Saturday protest that ended with tear gas, broken windows and cop cars in flames, Cleveland Police Chief Calvin Williams told reporters during an early Sunday morning Facebook Live briefing, “We know that a lot of the things that happened today were not by people who reside in Cleveland or live in the area.”

But of the 62 people who were booked into the Cuyahoga County Jail for arrests during the protests — on charges like “aggravated rioting,” breaking and entering, and resisting arrest — more than half had Cleveland addresses.  Two were from as far away as Columbus.

Through LexisNexis, we found public records including evictions, arrests, traffic tickets, mortgages and voter registrations for 54 of the 62 people arrested showing that their ties to Northeast Ohio go back years, sometimes decades. We couldn’t find records for four people. Two appeared to have records listing addresses in both Ohio and other states, and one may have been associated with a Washington State address, though his records were sparse.

Many of those arrested came from Cleveland-area zip codes with high percentages of black residents and extreme poverty, covering neighborhoods like Cudell, Glenville and St. Clair-Superior.

At least 24 people were arraigned Monday morning on charges likely related to alleged actions during the protest. One of those “outside agitators” evidently came all the way from Ashtabula, according to the Cleveland Municipal Court’s case search system. The 25-year-old, Shy’Questa Pollard, was profiled by a local paper in December as a successful member of a youth employment program. She was arrested for aggravated rioting, a fourth-degree felony, outside the Justice Center.

A handful came from less distant hotbeds of discontent like Avon, Elyria and Westlake. About two-thirds had Cleveland addresses listed.

The list of those arrested, provided by Cuyahoga County spokeswoman, is a curious stew of Northeast Ohioans, including a stained glass artist from Kent; a Cleveland man sentenced to probation in a felonious assault case this spring; a 24-year-old musician in a “melodic Deathcore” band from Solon; a Cleveland Marshall-College of Law student from Oberlin; a Rock ‘n’ Roll Hall of Fame employee; a Cleveland man on probation for robbing a gambler last year; a 19-year-old from Westlake; and a man charged with robbing a woman at an Rapid station earlier this year.

The county spokeswoman said she believed the booking list contained all of the arrests from the evening and early morning from the city, county, state and federal law enforcement at the protest.

Since George Floyd’s death in Minneapolis sparked nationwide protests, many city leaders have blamed outsiders for violent confrontations with police and destruction of property. St. Paul mayor Melvin Carter told the press on Friday that most of the protesters arrested were from outside the area, but admitted on Saturday that he was mistaken.

The tactic of blaming people from elsewhere for unrest has been used to discredit protests in other times and places as well. Segregationist George Wallace infamously wrote in a 1964 letter, “[W]e have never had a problem here in the South except in a very few isolated instances and these have been the result of outside agitators.”

Sixty percent of the people booked on Saturday and Sunday were black, and the average age was 31. The youngest people arrested were 18, and the oldest was 52.

Of those that have been arraigned, ten were charged with “aggravated riot” near the Justice Center, where the protest turned from peaceful to chaotic on Saturday afternoon.

Protesters who took to social media and the police disagreed over which party set off the violence, but sometime after 3:30 p.m., police began using tear gas, and by 4:30 p.m. police cars were on fire.

Online data from the city’s dispatch system shows that reports and arrests were concentrated around the Justice Center, and alarms were set off all along Euclid Ave. over the weekend.

  1. There were no speakers at the rally. They just waited until they had enough people to make a mob then started marching. They immediately defaced city hall. The mob then focused on the justice center and began trying to break the windows at the Lakeside entrance. Police were deployed from the building to hold them back. Meanwhile antifa members then attacked the other sides of the justice center, breaking windows, starting a fire in the kiosk and burning the police cars on the street. The mob then engaged in a game of toss the tear gas cannisters back and forth with the lolice which everyone seemed to enjoy. Antifa members then struck out at the office buildings around the justice center then the mob broke into a bar on w. 3rd. After that groups flooded the streets of Cleveland smashimg every first floor window they could, starting fires in garbage cans, stealing, all while the police were no where to be seen. There are youtube. videos posted by the rioters showing them looting. These scene writers are so deceptive.

  3. Where were you between the hours of 3pm and 10pm on Saturday, Sam Allard and Vince Grzegorek? You have public online ties to antifa groups and somehow were prompted to remove all the things from your offices so it wouldn’t get looted while promoting the event as peaceful before hand.

    It has been used over a dozen times by past U.S. presidents, which includes when it was used to help quell the 1992 L.A. Riot after the acquittal of the four L.A. police officers, who were electronically recorded using excessive force on Rodney King.
    A U.S. president has no authority over local police departments (because of the Tenth Amendment of the U.S. Constitution), but the president of the United States is the commander-in-chief of all U.S. armed forces, and The Insurrection Act of 1807 does give President Trump the authority to deploy military troops within the United States to suppress civil disorder, insurrection, and rebellion.
    President Trump already knows this.
    Now, you know it too, but feel free to google The Insurrection Act of 1807 and learn more about it on your own.

  23. Very good Shiwaku but there’s a couple things that you’ve failed to mention there about the Insurrection Act and why it hasn’t been invoked since 1992:

    1. The President is obligated, before invoking the acf, to publically call on the protestors to disperse, and I don’t think Tweets quite cut the mustard in that regard since not everyone uses Twitter and it’s not traditionally used or sanctioned for official communication from the POTUS like television and radio.

    2. There has to be a breakdown or refusal in enforcing the law, as far as I’m aware that hasn’t happened yet, at all, and especially here in Cleveland where curfews have been imposed and other actions have been taken to disperse and restrict further protests.

    3. It hasn’t been invoked since 1992 because domestic deployment of the military is extremely unpopular.

    4. Many State governors, including in Minnesota where this all started, have rejected Trumps offer of military support because it’s not needed, nor is it wanted.

    If he does decide to deploy the military domestically, it’ll be just more right wing tough guy posturing like that pathetic walk of his yesterday and will just further seal the deal on him being voted out of office this November. Your naive faith in the democratic process is touching but with things like widespread voter suppression, gerrymandering, a worldwide pandemic and a president wildly impugning mail in voting with little to no evidence to support his position, it’s probably not going to be as easy as you think for people to just “vote them out” come November. Not to mention that obviously people are tired of seeing crap like this week after week and month after month and if they did vote them out, there’s no guarantee any of this is going to change simply because control switches from one party to another or vice versa.

    Meeting the requirements of the Insurrection Act of 1807 is relatively easy for President Trump to do, and it is standard procedure during a civil disturbance for warnings to be issued before force is used.
    However, the issue is whether President Trump is a secondary cause for this mess– like you claimed in your original post on this topic.
    President Trump isn’t, because a U.S. president has no constitutional authority over local police departments. Local police powers is reserved to the states because of the Tenth Amendment of the United States Constitution. Also, this nationwide civil unrest is due to the anger over the excessive use of force by local police officers in many U.S. cities and the failure of local government to stop it from occurring– especially, to African-Americans.
    Thus, any complaints about the Minneapolis, Cleveland, Los Angeles, Louisville, or any other local police department should be directed against the Democratic mayors and their respective appointed chief of police, because it is these Democrats, who actually have dominion and control over their local police departments in the cities of Minneapolis, Cleveland, Los Angeles, Louisville, New York City, Atlanta, Washington, D.C. and other U.S. cities where civil unrest is out of control.
    President Trump has demonstrated reasonable presidential leadership by warning U.S. governors to suppress the civil disturbance, which has resulted in deaths, serious injuries, and massive property destruction across America or he will take action to quell the civil disorder– as you now know, he can do under the Insurrection Act of 1807.
    President Trump should be commended, not criticized, for not ignoring this serious problem of violent civil unrest that is now occurring in many cities across America.
    The real cause for frustration for many Americans is that police brutality keeps occurring no matter how many times they protest.
    However, it is the duty and responsibility of local government to have dominion and control over local police departments, not the president of the United States.
    Ohioans who protest in Cleveland about what Minneapolis local government is doing or not doing about the death of George Floyd are also frustrated, because they can’t even vote the Minneapolis mayor out of office, because they are not eligible to vote in Minneapolis local elections unless they become a Minneapolis resident and register to vote there.
    Even if Minneapolis voters elect the strongest advocate against police brutality, police brutality will probably sometimes occur. The reason why is because it is not possible to foresee which police officer(s) will engage in police brutality, and even after s known, i tithe police officer who engaged in it is usually protected by the Just Cause Standard for Discipline and the Presumption of Innocence, if the police officer is criminally charged.

    Just because a landlord is unaware that a particular person is living at their property, doesn’t mean they don’t live there. It just means they aren’t on the lease and don’t deal with the landlord. There are several reasons why a person staying in a particular apartment wouldnt want their presence to be known by the landlord, violation of the lease agreement being one, if it’s public housing occupancy limits may be another. Without knowing more it’s pretty much impossible to say. Also, people giving a fake address when they’re arrested is a pretty common occurrence, again, for several different reasons, any cop will tell you that much.

    The point of the article stands, the outside agitator theory is not just nonsense, it’s poorly thought out nonsense. Every mayor or governor eho made similar statements early on has been walking them back because there’s no evidence to support that particular claim.

    For instance, I doubt you even know what the Seven Steps of Just Cause for Discipline are, and why it matters in whether the Minneapolis police officers are reinstated– particularly, because of Step 6.
    There is also a good chance that the police officer, who placed his knee on George Floyd’s throat, will also be acquitted in a criminal trial, if he doesn’t accept a plea bargain, because there is reportedly evidence of George Floyd having fentanyl in his blood and preexisting medical conditions when he died.
    President Trump attending church is a good thing, and you make it sound as if he personally ordered tear gas to be used, even though you should realize that he doesn’t make the security decisions when he travels.
    Whatever you believe about President Trump and Asians is up to you, but I believe your opinion is based on emotion, not reason.

    Whether it is true or not depends on who that loudest individual is.
    For example, in the past, Mike Tyson was the loudest person in the room when he went off on reporters, and he was the strongest person there.
    As for military veterans, it also depends on who the military veteran is– and sometimes, whether he or she has been drinking a lot. If you are a military veteran, you should already realize that you shouldn’t stereotype military veterans because their personalities and character varies– especially, if they have been consuming a lot of alcohol– and even if they don’t , because there are many different types of military veterans.

    Angry protesters should realize that even the strongest advocates against police brutality can’t prevent excessive use of force by police officers, and that the best that any government official can do is to try to hold police officers who use excessive use of force accountable. Even when government officials try to do so, the charged police officers might get reinstated through the employee grievance process and acquitted in a criminal trial. The reason why is because the burden of proof is upon the employer and the prosecutor and the Just Cause and Presumption of Innocence Standards aren’t easy to prove– especially, the latter beyond a reasonable doubt.

Trump didn’t “go to church” he and his cronies gave an order to disperse crowds at a peaceful protest that included clergy members of the church that he walked to in order to be photographed holding a bible. He wasn’t attending services, he was butthurt because of reports in the media about him being dragged to an underground bunker and how weak it made him look.

    Now he looks even weaker but everyone who knows anything about that absolute fraud knows he’s a weak, spoiled little rich kid born with a silver spoon in his mouth who has never faced any kind of real adversity, poverty or anything of the sort. He was weak when he was a staunch democrat supporter in love with the Clintons and he’s weaker still now.

    Do I think he personally ordered tear gas? Of course not you absolute idiot, but it doesn’t matter, he did order or undertake the completely unnecessary walk to a church to be photographed with a bible for absolutely no reason, either of his own volition or at the behest of one of the other idiots on his team. You actually believe he didn’t know how the crowd would be dispersed? Odd how you seem to have such a high estimation of this man and his intelligence level but don’t seem to think that he can put 2 and 2 together.

    Now he’s denying that tear gas was used even though there’s 100% ironclad proof to the contrary since the actual canisters of said tear gas were recovered and photographed. So now we can add that to the 19, 127 other outright lies and misleading statements he’s made since taking office, so make that 19, 128.

  31. None of the rioters are still in jail. All were released. There are still videos up showing the faces of those doing the damage but those individuals were not among those arraigned after the riot. So, scene, the city, antifa, and blm all got off free after advocating for then carrying out a planned attack on our city.

  32. FBI just announced arrests of two people from out of state who brought weapons in to Cleveland for the riots and they said more are coming – will Scene or clevdotcom do articles on this or fix their headlines to accurately reflect what happened?
