Frank Garmback IV, son of officer Frank Garmback (III?) graduated from the Cleveland Police Academy in a ceremony at City Hall Monday afternoon.

Garmback III was driving the police cruiser when his rookie partner Timothy Loehmann shot and killed Tamir Rice in November. Garmback is 46.  

Garmback IV was one of 46 graduating cadets Monday.  

One cadet, Brandon Smith, was slated to graduate, but was not sworn in after Mayor Jackson learned of a prior use of deadly force incident in East Cleveland. Smith resigned from that city’s police force, in lieu of termination, in 2012.

Garmback IV, with his 45 colleagues, four of whom are women and at least 15 of whom are persons of color, will enter a police division under intense scrutiny by the Department of Justice and the American Public.

  1. And so, Sam Allard, what exactly is the implication of your article? Like father, like son? Why else would you single him out with Brandon Smith (who justifiably deserves public scrutiny)? As far as I’m concerned, ALL police cadets should be scrutinized for possible mental instability for even WANTING to serve in that capacity, considering the declining civility of certain segments of our society, as well as the lack of respect for authority by the same.

  2. So let’s see if this makes sense… There’s a guy in a park waiving a gun around and Cleveland’s finest sends the partner team of a cadet and a rookie cop? Shouldn’t rookies and cadets be paired up with long-term vets to guide and train the rookies in the correct way to be an officer?

  3. @Matt Motil: I believe you misunderstood the article. Frank Garmback III, the driver of the patrol car in the Tamir Rice incident, isn’t a rookie cop or cadet. His partner Tim Loehmann, who was also the shooter in that incident, was the rookie as stated in the article, but not a rookie in the sense that he just came out of the academy. He was with the Independence force prior to his stint with Cleveland.
