Holy crap…Those things are heavy!
Obviously, the air pressure was coming from within the manhole. As the manhole cover lifted up you can see the grass blades behind it being flattened by the escaping wind. So one needs to find where there is an open storm pipe end that allowed the winds to enter a much larger pipe, then being forced to exit via a smaller opening thereby creating more wind velocity and pressure.
