Initial Consent Decree Report Filed by City of Cleveland

Today, the first report from the consent decree implementation process was filed in federal court.

The report covers the first six months of the decree. Much of the document outlines what steps the city has been ordered to take and how leaders and stakeholders have begun tackling those tasks. For example, the consent decree demands a qualified civilian head up the police department's Internal Affairs unit. As of now, the department has "finalized the job description and minimum qualifications and experience necessary for filling the Internal Affairs position." So, progress, in some sense of the word.



The biggest headline of the consent decree thus far has been the appointment of the Community Police Commission, which has begun holding meetings around town. They've been, uh, illuminating, according to those in attendance. 

Mayor Frank Jackson will speak to the press this afternoon about the report.
